Born in 1954 in Aydın, Mr.Ozcetin graduated from Police College in 1972 and the National Police Institute in 1975. He began his policing career as a sergeant at Sinop City Police Department in 1975. Mr.Ozcetin was then assigned to Interpol Turkish Central Bureau where he worked between the years of 1978 and 1986.

Mr.Ozçetin served in Education and Training Department as the Division Chief between 1986 and 1988 and afterwards as the Head of Foreign Relations Department in 1988. Within the period from 1988 to 2007, he was appointed to Central Command and Control Center, Inspection Board and Research, Planning and Coordination Department. He commanded Archives and Documentation Department between 2007 and 2009.

As of June 2009, Mr.Ozcetin is directing the Foreign Affairs Department.

He has a command of English and French and is married with three children.
