Division of European Union conducts EU harmonization activities within Turkish National Police under the Department of Foreign Relations.

COOPERATION WITH THE EU INSTITUTIONS AND ORGANISATIONS

 

1.      The European Police Office (Europol)

 Cooperation agreement between Turkey and Europol has signed on May 18th of 2004.

 The Interpol-Europol-Sirene Department is responsible from the relations with this institution.

 

2.      European Monitoring Centre For Drugs And Drug Addiction (EMCDDA)

  • Turkey applied for membership to the EMCDDA in 2002 and the agreement had initialized in 2004.
  • Contact point of EMCDDA in Turkey is defined as TADOC. Turkish Monitoring Centre For Drugs And Drug Addiction (TUBİM) is responsible from the relations with this institution and acts as National Focal Point.

 

3.      Centre For Information, Discussion And Exchange On The Crossing Of Frontiers And Immigration (CIREFI)

National Contact point for Turkey is defined as Department Directorate of Foreigners Borders and Asylum

 

4.      European Police Chiefs Operational Task Force  (TFCP)

With This regard, Turkey is being invited to the meetings of the Task Force since 2001

 

5.      CEPOL

 

6.      EU PROGRAMS (LDV, ERASMUS etc.)

 

7.      AGIS PROJECT

Implementation period: 2003-2007

 

8.      EUROPEAN CRIME PREVENTION NETWORK (EUCPN)

  •  This Network acts via National Contact Points and the Contact Point for Turkey is Foreign Relations Department of Turkish National Police.
  • Main objective: To establish a cooperation infrastructure mostly about narcotic crimes, city crimes and children criminality.

EUROPEAN UNION (EU) TWINNING PROJECTS

 In the context of EU - Turkey Financial Cooperation, within 2002 Programming, 5 Twinning Projects were conducted in the following fields:

 

  1. The Fight Against Drug and Organized Crime
  2. Improvement of  Statement Taking Methods and Statement Taking Rooms
  3. The Action Plan Project To Implement Turkey’s Integrated Border Management  Strategy
  4. The Action Plan Project To Implement  Turkey’s Asylum and Migration Strategy
  5. Establishment Of European Monitoring Center For Drugs and Drug Addiction(EMCDDA)

 Within 2003 Programming, 4 Twinning Projects were carried out in the following fields:

  1. Strengthening The Police Forensic Capacity       
  2. Strengthening The Struggle Against Money Laundering, Financial Sources Of Crime And The Financing Of Terrorism
  3. Strengthening The Accountability, Efficiency And Effectiveness Of The Turkish National Police
  4. Strengthening Institutions In The Fight Against  Trafficking In Human Beings

Within 2004 Programming, 1 Twinning Projects were carried out in the following fields:

  1. Development of Training System for Border Police (ESY)

Within 2006 Programming, 2 Twinning Projects were carried out in the following fields:

  1. Support to the Turkish Police in enforcement of intellectual and industrial property rights (IPRs) (Completed)
  2. Support to the set up of a Asylum and COI Systems (Continuing)

Within 2007 Programming, 4 Twinning Projects are being carried out in the following fields: (Continuing)

  1. The establishment of reception, screening and accommodation centers for refugees/asylum seekers
  2. Support to the Establishment of Removal Centers and Training of the staff for these centers
  3. Strengthening the Turkish National Monitoring Center for Drugs and Drugs Addiction
  4. Action Plan on Integrated Border Management – Phase 1 (IBM)

Within 2008 Programming, 4 Twinning Projects are being prepared in the following fields:  (Accepted and project fiche preparing)

  1. Strengthening the Combat Against Organized Crime
  2. Implementation of a Training System and Facility for Border Police
  3. Strengthening the Police Forensic Capacity (Follow-up)
  4. Action Plan on Integrated Border Management -Phase 2 (IBM)

Within 2009 Programming, 6 Twinning Projects are being prepared in the following fields:  (Accepted and project fiche preparing)

  1. The project of Improving the Implementations Regarding Use of Force and Arms by Police
  2. Biometric Identity Verification System
  3. Developing Bomb Data, Research and Training Centre of National Police
  4. Police Digital Radio Communication System (TETRA)
  5. Project on Strengthening the Capacity Against Cybercrime
  6. Increasing institutional capacities of organizations tasked and authorized with law in the field of witness protection at national and international levels

With these projects Turkish National Police's administrative and judicial capacity will be integrated to European Union Acquis.
