Border Control And Management 

   
   
 

        The last session will concentrate on border control and management issues. Under this agenda item, the member States are encouraged to share their national experiences with a view to defining general security challenges at the borders of CICA Member States, identifying the obstacles for cross-border co-operation between them (these may be both of a political or technical - lack of institutional and human capacity-nature) and the measures (both bilateral, as well as those which might be taken by CICA multilaterally) required to overcome such obstacles. Some specific topics for consideration might be ways and means of developing inter-agency information sharing practices, and methods of developing cross-border co-operation.   In this respect, member States may wish to ponder on the possible role of CICA, inter alia,

·        Establishment of a border security and management national focal point network,

·        Establishment of a contact point at the Secretariat for coordinating work in this field (either in conjunction with the above, or as a standalone measure),

·        Annual Meeting of National Focal Points,

         Where difficulties are of a political nature, using CICA's forum for political dialogue in order to overcome such political obstacles
