The first session will concentrate on terrorism. Under this agenda item, the member States are encouraged to share their national experiences with terrorism, including the different forms of terrorism they may have encountered/may be encountering, successes achieved in combating terrorism, inter alia, strengthening the role of the police and legal co-operation to this end, exchanging and promoting good practices among police agencies, in particular in the field of investigation of logistics, supplies and communications used by terrorists, international instruments to which they are parties, etc.
Member States are also encouraged to put forward their views on CICA's possible contribution to the United Nations Global Counter-Terrorism Strategy in light of the call by the UN General Assembly encouraging regional Organizations "to support the implementation of the Strategy, including through mobilizing resources and expertise". In this respect, member States may wish to reflect on:
· How CICA could contribute to the promotion of the international legal framework against terrorism, in particular by encouraging member States to become parties to the universal anti-terrorism conventions and protocols and to implement their obligations under these conventions.
· On the possibility of beginning work towards drafting a "CICA Strategy on Countering Terrorism" which would define the basic parameters of CICA Member States' approach and commitments towards combating terrorism. This would build upon the "CICA Declaration on Eliminating Terrorism and Promoting Dialogue among Civilizations" adopted in Almaty on June 4, 2002.
· Drawing up a "Questionnaire" on the Member States' efforts towards combating terrorism. The Questionnaire may contain questions such as the list of international agreements to which member States are parties; their accession to and participation in regional and bilateral agreements; national measures they have taken, including national legislation towards implementing their commitments under international instruments; roles and missions of armed forces and security forces in preventing and combating terrorism, etc. A Working Group could be tasked with beginning work to this end.
