It will be recalled that Turkey has assumed the coordinating role of the implementation of the CICA Catalogue on Confidence Building Measures in the area of new challenges and threats.
Turkey intends to enhance the efforts and accelerate the process in the area of New Threats and Challenges, which has been previously launched with the first experts group held on January 2008, in Ankara, following the related stipulations in the Almaty Declaration and in the light of the below mentioned articles of the CICA Catalogue on Confidence Building Measures, Section 3, "Fight against new challenges and threats", which defines these challenges and threats in the following terms,
· Curbing terrorism (3.1),
· Preventing activities of separatist and extremist organizations (3.1),
· Developing mechanisms to combat the activities of organized criminal groups (3.2),
· Proliferation of weapons of mass destruction and their delivery means (3.3),
· Curbing drug trafficking, human trafficking, money laundering, trans-boundary organized crime, illicit trade in small arms and light weapons, smuggling of explosives and poisonous mat0erials (3.4),
For being coherent with the 1st Experts Group Meeting and Plan of Action and in order to preserve our focus, Turkey proposes to limit the scope of this meeting to four broad thematic areas (terrorism, border control and management, police related issues, trafficking issues) with the understanding that:
a) This meeting is pretended to be a pervasive initiative to define the milestones of police cooperation in the scope of CICA CBM’s and New Threats and Challenges title of said Catalogue.
b) Member States will be free to bring up any item for discussion during the course of the meeting,
c) Other items which are not included on the agenda of this “Chiefs of Police” meeting will be taken up at subsequent same level meetings and experts seminars as well.
d) Hence, the Turkish proposal for the agenda of the present meeting, to be found at the end of this introductory paper, does not imply any sort of national preference, prioritization or selectivity.
